Sanguine's Rose Does Not Summon : V

Here be ~~dragons~~ potential spoilers.

So, I finished "A Night To Remember" where the reward from Sanguine is Sanguine's Rose. According to the description, it's supposed to summon a deadra but whenever I try to use it nothing happens. I've tried resetting my game, redoing the quest, and even though I intimidate everyone into giving me the location of where Sam is, the quest items needed to repair the staff I picked up at the beginning of the quest so I know it has to be working, unless if somehow you can not have one of those items and still receive the Rose at the end. Is that even possible? That would explain why it doesn't work, but I'm not sure.

So is this a known bug or something that has arisen for any of you? My level shouldn't have anything to do with being able to summon it should it? Any help or info would be greatly appreciated!

Its using a summon spell, make sure the cross hair is the right colour(you can't cast very far away) and that the enchantment is charged up with soul gems

Thanks, but that's not it. Turns out I may have answered my own question, but I'm not sure still if it's a bug or intentional. Seems if you activate the perk that makes conjured atronach's 50% more powerful, Sanguine's Rose becomes unusable. I just reverted to a previous save where I finished the quest and was able to summon using the Rose up until my conjuration level reached 80 and I activated said perk. It's still very curious to me that leveling up can, in essence, render a weapon useless. Kind of would be nice if the game informed you of that.

P.S. If any of you can still use Sanguine's Rose despite having a high conjuration level and that perk activated, please let me know because then that means it's a bug.

I'll try this tonight.
I got the staff reacently but didn't try using it as I could already summon two thralls easily

As a work around, try giving staff to your follower.
I gave mine to Aela and now she sumons up a Dremora Kynreeve as soon as battle starts then swaps to her bow

Battle is a bit hectic now as I have
Aela
Meeko
two Storm Thralls
Aela's Dremora Kynreeve

I dont really need to do much after the first sneak shot with my bow!
