Steps:
Create Quest "BugTest"
Type: Miscellaneous
Object Window Filter Generic\
Event: None
[X] Start Game Enabled
[X] Allow repeated stages
[OK].
Now re-open, goto dialogue views and make a simple Branch and Topic that should become visible on every NPC in the game. Save mod.
Expected behavior: If I start up Skyrim, check the mod and then load a save game. I should immediatly see the dialogue line appear when I talk to a follower.
Actual Behavior: The dialogue line is missing until I SAVE and RELOAD the game where the mod was already installed.
At this time I do not know how extensively "un-initialized" the mod is until the reload. Missing Dialogue is the easiest thing to spot.
