I've had the station repopulate itself w/NCR even after the Ranger Andy quest....but I think it's still occupied by Legion after a certain main plot point.

Nope not a chance. With mods now thats another story.

I think it can be saved by completing Return to Sender before talking with Andy. Haven't tried it though.

Nope. After a certain main quest, it gets attacked by Legion regardless of whether you talked to Andy or not.

Even if you're not at that point in the MQ, starting Return to Sender will trigger the attack on Ranger Station Charlie, although it will not be occupied by Legion when you get there.
