And my two cents...
Currently at 58, Just about finished with the Dawnguard line. Headed to take out Harkon, now.
They're rather frequent for me. Annoyingly so.
They've wiped out Dragon Bridge in my save - but that was only because I got incredibly unlucky upon fast travelling there and got TWO Ancient Dragons along with the Vampire goon squad. I was on the other side of town fighting the Dragons, near the bridge.. and they were working their way through the guards and townsfolk trying to get to me. Reloaded after the fight. No way I'm letting those asses turn one of my favorite hang-outs into a ghost town.
They haven't managed to kill anyone else except for one guard in Markarth since. And that was only because they spawned near the river/forge area. Every single other time I've had them come through the main gate of every city.
All in all - I like the feature. It's cool. I like being attacked on the roads. It makes sense to be attacked by them on the roads, and in open villiages given that they aren't walled.
But it absolutely, positively needs to have the frequency of spawing in walled cities immensely reduced. On par with Dragon attacks. I shouldn't need to be super-paranoid in a city that should be safe.
I stopped enjoying New Vegas after finishing Lonesome Road and hitting the level cap when Legion Assassins destroyed everything outside of the Strip attempting to gun me down. Please don't kill Skyrim for me.
