I believe this is Scaled Armour. This is a pre-release screenshot though, so it might be slightly different.

I unlocked the scaled/plate armor and I have no options to make that armor. I finally unlocked the dragon armor and I can make them but not just scaled. ?????

anyone no why ?

It's under steel armor. There may be other options as well, but the only one I had unlocked was under steel.

I will see if I have another set. I know I accumilated a set over time from killing bosses and bandits. I remember selling it as I went, but I might have another set that I've been saving for my self.

The sad thing is that you unlock Elven before Scale and very shortly after unlocking Sclae you can make Epic Elven gear which is better than the best Scale you can make at the same level. I had +29% Smithing from an Amulet and Gloves I found, at about lvl 5 and 12 (no, I didn't have 60 Smithing at lvl 12, that's when I found the items, I hit 60 Smithing at 25/26), and at rank 60 I was able to make Epic Elven or Superior Scale (okay, it might have been Exquisite or Flawless but it still had less armour than Epic Elven).

I think someone screwed up with the Scale stuff, too, because it is not, in any way, shape or form, Scale Armour. The Stormcloak set is Scale. I don't know what the hell this "Scale" armour you can create at 60 Smithing is, but it's not Scale.

The Armour Crafting seems horribly incomplete. There's armour types you can't make at all (Stormcloak, Horned), there's an entire section devoted to a single piece (Studded) while there is another category that has at least three different sets (Steel, Steel Plate, Scale), and then there's the things like Gilded Elven that seem put in purely so that you can't get the full set perk if you wear it.

I wish there was a leather armor perk. I'd probably use some pieces if I could level them to legendary.

Theres also the scaled armour worn by the Jarl of whiterun's pet ahnold. I found Belethor selling it as well, the scaled armour with the bone horns on the left shoulder.

There are actually 2 versions of the scale body armor - one is called "scaled horn armor" and has an extra pair of horns sticking up out of the left pauldron. Otherwise, it's identical. Unfortunately, Bethesda forgot to make that version upgradeable.

I'm wearing scale armor right now - looks cooler than Elven and protects a little better.

If that picture is correct yes that is scale armor. What the Stormcloaks wear is a padded doublet over ring mail.
