i need a scope for my varmint gun and my hunting rifle why cant i find these?

Most any place that sells guns and ammo, yes its random. If you can't wait save inside the shop at goodsprings and quit the game to the XMB menu and reload it will refresh his inventory. Repeat until you've bought all the upgrades

I seem to find the most Varmint Rifle mods at Chet's and the most Hunting Rifle mods at Cliff's. Of course, maybe that's just been pure chance, but I'm 430+ hours in and on my 5th playthrough and it's been pretty consistent for me.
