Validate the game cache file - that will fix anything you might have done to the core game. If that doesn't solve the problem, then the save is next in line for the blame - load an earlier save. If the problem persists, then there's something else going on.

Well, I guess there's something else going on :(, I know it's not a save file thing and I just tried the validate game cache thing and it's still broken D:

So what did you do when you hex edited the game? Whatever it was, remove it from your Skyrim installation. Shouldn't be that hard to find out which file(s) you added (esps, maybe interface files you modified) unless you were incredibly drunk when you did it. Also make sure to delete your inis in documents and let the game generate a new one.

I don't know how to remove it, I've reinstalled my game and all my mods, I was editing exact values in the process

Could you be more precise please? What do you mean "I was editing exact values in the process" and what were you editing? Did you use an external program to do this? Whatever could help us helping you. ;)

delete the entire game off you computer...including all saves and folders...

re-install from scratch again....maybe next time you wont muck with game files like that.

Why would you do that when you have built-in cheats that can give you perks. What your suggesting is the dirty hack...
*face palm*
Get steam to re-install, then revert to an earlier save before you started hacking away at it.
