So, you find scrolls in the world right? and you buy scrolls from vendors right? Now then, I think it would add more utility to the game and a number of classes if you could make your own scrolls!
Think about it, you find rolls of blank paper all over the place in dungeons, you find Ink Wells, and quills too! I feel it is almost an insult that you cannot make your own scrolls

I'm not experienced in modding in any way, though I plan to learn what I can when the CK comes out, but I'm pretty sure making a whole new skill would be very difficult, but here's my basic idea.
You should be able to take 1 Roll of Paper, 1 Ink Well, and 1 Quill and basically Seal a spell into a scroll.
The player would be able to seal any spell they have learned, and perhaps it would cost approximately 125% of normal Magicka cost of the spell, but the idea behind it is, if you've got the materials you can now carry something like emergency spells with you.
Say your a warrior, but your alchemy skill blows. You could seal up a couple of "Fast Heals" or an "Iron Flesh" and you could unleash the spells at a moments notice, without the worry of not having enough Magicka to cast them in a row!.
Perhaps some limitations could be brought in then, such as being burnt out from channeling so much foreign Magicka through you (Even if it was once yours) to prevent from just spamming dozens of power scrolls.
This is just an idea I've had for a couple of days now, and I haven't seen anyone else on the forums suggest such a thing, despite all the Magicka revamp mods in discussion. Thanks for your time in reading this idea of mine, and ideas/criticism are welcomed.
