In the quest "season unending" here is what is going on (past this part is spoilers, dont read if you know want to know a tad bit about the game)

I have talked to the Gray Beard but I cant talk to Ulfric or Tullius. I know that was short but I was ondering if that is truly a bug or I have to do something elce before i do that.
Anyone help?
