On the quest Seeking Disclosure, I have to find the blood elder scroll and the dragon elder scroll. I have the blood one, but when I asked where to get the dragon elder scroll the orc librarian at the college told me to see Septimus Signus, this is the main quest elder scroll. I have not done the main quest and don't want to, does this mean I can't do the Dawnguard quest?

It is the daedric quest Discerning the Transmundane. Go north of the college and find a little cave out across the water. Talk to the gent inside and that starts the quest. He will send you to Blackreach for the scroll. Yes, it is the same one in the main skyrim quest

It's the same scroll, but you can do this wether it's the main quest or not. Even before dawnguard. And I believe that you can give it back to the Orc afterward, although I'm not sure

Having the scroll that is used in the main quest won't effect the main quest, you'll just have it and won't be able to drop it. The quest itself will not jump ahead or anything.

Yes it is. But you only need to go to the Septimus Signus's Outpost to get it. I do not know for sure if you have to be level 15 to get it or not.
