I have the tools to build the torrent, but i dont have it on my building section. Im guessin that i need someone to tell me the recipe, where can i get it

once you have recipe open menu go over to screwdriver section and go down list till you find the right recipe then Build it

Where or how do i get the recipe for it??

There are like 3 merchants in the game. I think the regular turret is from Wellspring, and the advanced turret is from Subway Town. After you buy the relatively costly recipes, click the wrench icon in your dossier and find the recipe of your choice then hit build.

at what point does the turret become available to purchase. i never seen it become available in wellspring and im already in sewer town
