No settlement attacks if conditions are met

I'd like to see a mod where if the defense of the settlement is greater than the sum of the food plus water the settlement is no longer attacked by random raids. I realize that other spawns or random encounters could bleed over to settlement areas and thats fine but for raids themselves. I don't know if a mod like this is possible without corrupting the gamesave given the current toolset available (none) but if it is that would be awesome. Thanks.
