I have been searching Labrynthian for the past hour and cannot find the upgrade for the dragon shout "Dismay".

The quest for this has also glitched and won't start and i can't revert back to an earlier save :C

Can anyone tell me where this is located or a console command to get me there ?

Just looked trough again and still can't find it :C

help anyone ?

Tried youtube and all of the wikis but nothing is on there yet.
