Shield Charge... without Block Runner?

Hi Guys and Gals;

Quick question (I hope!)

I've never got so far with the Block skill that I've ever managed to obtain the Block Runner or Shield Charge perks.

Usually I imagine that if I was to use the Shield Charge perk (which can be obtained from either the left [shield] or right [bash] sides of the block tree) then I would likely be using a shield (not a two-hander) and would therefore obtain it via the left.

However, a build that I'm considering would use the right side instead... I'm just wondering how Shield Charge would work without the Block Runner perk?

I imagine that Block Runner is very like Ranger is for bows - you move at running speed.

Is a "Shield Charge" a bit like a "Silent Roll" in it's execution? (i.e. whilst blocking, if you tap the sprint button, the move will be triggered a certain distance and a certain amount of stamina is spent?) Or is is more like an actual sprint that you continuously perform until you run out of stamina?

I ask because if it's the latter then Block Runner could possibly be substituted by Shield Charge...

This and it can be fun. However it will stop working after a certain amount of time. If you are on PC you can take and add the perk again and it will work. If you are on console you can't do that....unless
Spoiler
You have dragonborn and complete the main quest to get a perk respec
