Shooting an arrow to armored body parts, & few other Q's

1.So if i face enemy with steel armor without a helmet, do i do more damage if i shoot him in the head rather than in the chest where he has armor?

2.Does destruction magic bypass all armor? I mean is armor protecting only against physical attacks?

3.Does maces bypass armor rating of the opponent completely or partially?

4.What excatly is the bleeding effect you get with axe's?

2.Does destruction magic bypass all armor? I mean is armor protecting only against physical attacks?Not sure, i'm not a mage.

3.Does maces bypass armor rating of the opponent completely or partially?There is a perk that allows you to ignore so much of the enemy armor not sure if it can totally ignore it though.

4.What excatly is the bleeding effect you get with axe's?I expect it to be a damage over time thing.

It feels pretty stupid that there is no benefit or penalty based on where you shoot your arrow.
I remember that even in fallout shooting armored foe to the chest was not as effective as shooting him in the head if he did not have any armore/helmet.
