Should Invisibility be ignored by human enemies?

I think some enemies are being created with unfair abilities. I've found several characters that completely ignore FULL Sneak (every perk) plus Invisibility. I even tried Muffle just in case that'd help, but if I sneak up to them they just run at me and start killing me.

And they seem to get massive HP, better than giants. When it's several of them, like the revived crew outside Kolskeggr Mine, I can't afford enough health potions to beat even one down before another kills me. I had easily killed them before, but at Level 40 I find them attacking me with arrows that destroy me with four hits. Meanwhile, I'm rated at 60 Fireball but even with dual-cast perk just one character took 5 hits and kept coming.

"Go buy more armor. Go buy more potions. Turn down the difficulty." is not an answer. I shouldn't need to do more than cast an Invisibility spell and sneak up behind them and use my dagger once or twice. It takes two similar hits to kill giants now, and I expect that human characters just hanging around a mine to be less of an adventure.

So what's the deal? Punishment for leveling up? Or a flaw in the character generation routines that's being addressed in a patch?

I play on the 360 in case that matters...

yes they vastly underpowered Invisibility to avoid the entire sneak tree to be useless. many times overpowered in TES, Invis is now on the other side of the balance.

Frankly, Invisibility was never really OP in the first place because any action at all would turn it off. Chameleon, however, was OP, but it was always a player choice to use it that way, and choice is supposedly what Beth's games are about.

I'm not sure where Beth is going by removing so many choices. They're undermining their own stated intentions, or so it seems.

But is it a BUG for some human enemies to see me? Or an intentional thing that some adventurers would consider a nice deal? There's a perk for Illusion spells to work on non-living beings but I don't THINK getting that will help with these guys.

Frankly, there are a bunch of perk points I'd have spent differently if I'd have known that they were only going to work until like Level 30. And it is NOT fun to have to find different ways to do things as I get more 'experienced'. In a fair artificial world, enemies just hanging around a mine I want to visit (rumor is, someday the gold is supposed to come back but not so far) shouldn't become mini-Bosses when they regenerate. Other barrows have had regeneration kick in, and there are corpses there to prove that Invisibility and stealth work fine...

they don't SEE you, they HEAR you. if you are not sneaking, your character is supposed to be as noisy as he/she can.

Sneak, Invisibility, and Muffle. Just wearing mage outfit and some light armor bits. And they come running as soon as I can see them.

The unaffected characters I can still kill hear nothing as I kill them even without Muffle...

I've only had one NPC ignore all my sneak and invis, that was the bounty hunter, I was in full sneak hiding when it showed "Detected" and after looking around I see this guy running up to me.. bounty hunter.

After telling him I wouldn't pay him I ran off because he nearly one shot me(Sneak character I was) I hid after losing line of sight, after I was "Hidden" I decided i'd go back and sneak up on him so I cast invisability Still in SNEAK I went back in the general direction only to see him running straight at me knowing exactly where I was, when he got closer he drew his weapon and power attacked me.

Maybe some NPC don't get that auto locate turned off after they find you in the game world it really svcks when they get magic GPS on you and find you while hidden / invis(hiding behind a rock didn't help while invis he turned the rock and WAM began swinging.

maybe they are part of a quest?
also i noticed some of the higher tier mobs do sense u earlier

This is like the third time I will have to kill these guys to go into the mine, so maybe there's an abuse penalty. There's certainly no quest involved: this is just a mine that I have handy that is supposed to eventually give more gold, plus inside there's a guy at the end who I can't kill yet as easily as I want (I'm looking for no-potion battles unless it's a real boss) so I've been leveling up and retrying. At least the last time I was there Invisibility worked on him, but he's no 1-shot. MAYBE later when I get the 30x stuff from one of the groups I haven't joined yet.

So I guess if a developer responds to clarify if regenerated human enemies just milling around in front of a house near a mine are expected to be able to see through the stealthy stuff that I (apparently) wasted my time collecting, I'll have my answer. I'm HOPING that it's a bug with a fix coming soon, because the results of all the early leveling up I did is annoying enough (third dragon I had to try to try to kill solo was an ELDER dragon) but to apparently have to bring a follower to (MAYBE) kill some folks that were a cakewalk earlier just seems too cruel to be intentional...
