Does anyone know how to do this cheat? I have seen a lot of people on Youtube but don't really understand so can anyone tell me?

they use tgm command for god mode if u r on pc u can also type that in ur console

Use the fortify restoration glitch to create a powerful fortify restoration potion.
The effects of the potion also boosts the power of enchantment on worn apparel.
So if you drink a powerful potion and put on an amulet of Talos, shout time will be reduced by a larger factor than normal, and it is possible to get to 100% reduction this way.
The effects will remain as long as you dont take off the amulet.
