Shout, not getting new ones.

I have the first two shouts. Since then I have learned a few more words, but I can not turn them into shouts. I have killed a few dragons, and it says that I got a dragon soul. But when I try to learn the shout, it says you need souls to learn this.

Is there something I am missing or is my game just really bugged ?

if you play PC version it says in the bottom left to press "R" to unlock.

FOR RANDOM PEOPLE:
You have to get words of power aswell as dragon souls to unlock them.

Ah thanks for that! I didn't know you had to unlock them from the menu so I looked at mine and it said to press X to unlock. Sweet, now I can use Become Ethereal and Frost Breath :D
