So sometimes when I press Z to shout, it doesnt work. When I check on the menu to look if I didnt equip one, they are greyed out with the notification "you cant change shouts while shouting". Still no shout. About 10 seconds later, I can shout.
Its quite common.
Anyone with the same problem here?
Does anyone know why this is, and how to avoid it?

They have a cooldown.

Ofcourse I know that they have a cooldown, my problem is that they dont work even though I havent used one in a long time.

sorry for bumping, but still dont have a solution

use a normal power, then switch back to the shout... that 'unstuck' it for me. Probably will get stuck again though.
