Iirc, there was a mod for (or built into) Morrowind that did this.

Just another list of small symbols on your screen/HUD to indicate what spells/effects are active.

When Muffle or Stoneskin are about to wear off, I'd like to see corresponding symbols fade.

Anything like this exist in Skyrim, yet?

Oh please, someone do this! I don't even care about fading or anything. If I'm in the middle of a fight, with fire and lightning flying around, making it hard to see if my hands are faintly glowing, I'd like to know if my shielding spell is still up!
