after the jarl of whiterun surrendered i tried to get into the shops and couldn't i also tried to find the companyons and couldn't find them will they show up at a later date

Yes, you need to leave the city immediately after the siege though. If going outside and coming right back in doesn't do it, try fast traveling to another city and then coming back. They'll reopen soon.
