So i am visiting helgen, wary of bandits. With my level 5 merchant. and i see a werewolf, get red to attack, he doesn,t . i find its sinding! how weird.
is this normal

It's a known thing, he sometimes shows up wandering through Whiterun and Falkreath holds in werewolf form and doesn't register as hostile. NPCs will just ignore the fact that there's a werewolf walking around.
