[REQ] Sizeable Weather Effect Exclusion Subspace

One of the things that I imagine might be bugging some modders is the inability to exclude weather effects from certain sheltered exterior spaces. I know that when I monkey around with the CS or GECK this is something that bugs me. I think the solution boils down to the development of a simple subspace.

From what I have seen the engine to be capable of, I don't think that this request would be beyond the use of something like Blender - but it could take me several years learning Blender to get to the stage where I could produce something like this. For someone who knows a little something about Blender, all it is is a sizeable subspace (like the ones we see in Fallout: New Vegas) with no texturing, scripting or animation - probably down to the right settings tweak. I suspect, though, that it would be very popular amongst modders - especaially those favouring open outdoor settings...
