Skeletons refuse to cast spells.

I'm using a test mod before adding caster skeletons to my actual mod, with just one problem... Even with over a thousand magicka, 100 destruction skill, cshumanmagic combat style, CsDraughrMage CsDraughrMageAllowDual, csatronachflame, Cshumanmagic, and even custom lowered magicka cast spells dropped into their spell list, they will not cast spells... Interestingly (as I remember) they will seemingly freeze their skeleton hands in a fiery casting position then hang them casually with fire coming out of their hands. Here is a picture for example. They're also all standing on top of very flat ground with navmesh over a large area, so that's not it either.

I think this might or might not be a default animation problem, as I have a hypothesis that the most common model of skeletons have no casting animations, though I could be wrong. Can someone please confirm if this is the case, or if it's something elose?
