Okay, the full story is, I was in Ilinalta's Deep and my Archery Skill was 51 and almost full. During bow combat it raised to 52 and also made me level up, but once the combat finished I went to level up and it said 15 in red. I checked my 'active magic' and had no special penalities nor had I equiped any strange items. I could actually select a perk with an archery 50 requirement and on progression the skill increases as if it is a high level (52 and not 15, IE a very slow progression).

Now my question to other experienced TES players is should I reload or carry? I'm thinking I may have accidentally gained the chance to raise the skill an extra 35 times at a high level which would increase the amount of Exp towards my character level progression which would also give me the chance to gain extra perks. ( or am I just screwed).

BTW, I am using a console so there isn't any way I could have modded or just any commands to alter anything, I also play an archer based character and intend to play the game long enough to still reach 100 in archery anyway.
