Lets say for example I don't chose any perks in my destruction skill, will I be still be more apt in it-taking less magical/doing more damage with just increasing skill number?

I assume so, but I am not sure. It would seem odd if skilling up did nothing in itself.

As you lvl the ability such as destruction you will be able to you higher lvl spells just like oblivion with out perks say a master fireball cast 900 mana and it may wipe your mana or you may never get the mana to cast it. With a perk you can get to cost half for 450 and another perk makes it do 50 % damage. So with those two perks that you can cast it twice for the same about of mana and 150% more damage

I was just wanting to ask this.

With the perks, is it even worth leveling up skills any more? Does it even do anything? Like, how will smithing and enchanting work out? or 1h/2h?

Still not sure~ I am guessing it will work the same way it did in Oblivion to some extent~
I know with magic, if you reach certain lvls you will unlock the ability to use new spells and perks, but for the rest, im not sure~

I'm guessing magic skills will still improve Damage and/or reduce the Magicka Cost of spells as you increase them.

Weapon skill still determines what % of the weapon's damage rating you deal (I'm not sure if the Perk bonus is added before or after the Skill modifier to weapon damage is taken into account).

Likewise, the Armor skill still gauges what amount of protection Armor offers compared to its "base" armor value.

Perks are just more front-loaded bonuses.

Smithing most likely allow to work with more ore as you get better you mine and make more parts with out perks you will not be able to make anything with smithing it will be pointless

Steel Smithing
Rank 1
Smithing 1 Create Steel armor and weapons at forges.
Rank 2
Improve by double

you need to take aleast a perk to make weapons and armors out of the 18 types of ore you can find

no you wont get a damage bonus there would be no since for the perk system. Its what you spells you can get at what Level the spells are just like weapons they have a base damage. the higher the skill the better the spell you can buy its also what perks you can get the skill has be at a certain lvl to get both the perk and the spell

As far as I've seen, every indication is that the skills still scale effectiveness in the way they did before. So at 100 one-handed your sword will do significantly more damage than at 15 one-handed. The perks don't replace the skill, but they are more important overall for your character. Two characters can have the same skill level and still be better than someone with a lower skill level but when you factor in the perks it makes a much bigger difference. For Smithing I'm assuming your overall skill has an effect on the quality of your creations or the effectiveness/duration of your improvements to them. Fireballs will do more damage, protective spells improve your defense more, etc.
