You'll probably find that in footage you've seen so far, where people are getting killed easily is because the person being killed hasn't activated armour mode

In Crysis 2 you need to be focussed and ready for anything, which includes being quick enough to engage maximum armour and out-shoot your enemy.
The reason it took so long to kill people in Crysis was because everyone ran around in armour by default, somewhat nullifying the mode all together as a standard. Now it's quick and the dead - so to answer your question, the skill level has been
upped in Crysis 2.
As for the manoeuvrability of the Nanosuit, that has been increased ten-fold in Crysis 2. It can do more at any given time, including some vertical acrobatics that will leave you gobsmacked, wondering "how the hell did he get up there THAT QUICK?!"
