Skills degrading over time...

So after reading this thread: http://www.gamesas.com/index.php?/topic/1275643-how-to-play-skyrim-correctly/ it got me to thinking on several things, namely the dynamics of RPGs. My perfect RPG would have something like the scale, openness, graphics and random dragon encounters of Skyrim; skills and leveling of Neverwinter Nights 1 after all the expansions (remember how awesome smithing was in that game? Super customizable, if you wanted); deep and involved story telling like most BioWare games; lots of abandoned ancient ruins to explore and perhaps reclaim; uber baddies that live deep underground like darkspawn from Dragon Age Origins; combat like Skyrim where you have to aim but with party control like Dragon Age Origins/NWN, where you can que up a bunch of tactical moves for each party member, high level cap and no strict class system.

This last one really got me thinking. If you have high level cap and no classes, you could just play one character all the way through and have him max all the skills/perks. But what if skills you don’t use degraded over time? As an example, you start of as a warrior type, dual wielding swords. But then you pick up some magic and focus on spellcasting for a long time. Then you encounter an enemy that is completely immune to magic, so you switch back to swords. Although you are better than if you were to just starting off with swords, you are still not as good. This dynamic would be awesome in my opinion. If you don’t use it, you lose it.

That being said, the more I play Skyrim, the more I like it, despite the buggy quests, PS3 memory leaks, etc.

What do you guys think, would skills degrading over time be an interesting game mechanic?

What is your prefect RPG?

My perfect RPG would have nudity, out of the box (not with mods).
