Alright, I was wondering as to why are Skyrim DLCs not available on Steam in the Eastern Europe (Slovakia to be precise), because as far as I can tell, there are only few options for me to get DLCs from. Either Steam, which for some reason doesn't sell Skyrim/DLCs in my region, retail stores, but the problem with retail is that they sell only Dawnguard, and even that is only in local language and since I own an English version, that's a no-no for me. And Amazon didn't have any of the DLCs last time I checked.

So guys, any hints as to where could I get Dawnguard / Hearthfire from?

Ask someone from another country to gift it to you on Steam or buy a key from an online store (but find a reliable one. I know keye.pl, but they currently don't have the DLC either).

Are you sure the retail version is only in Slovak? I also bough Dawnguard from Cenega and I have access to all language versions.
