Skyrim doesn′t seem to be shovelware...

Been carrying that stupid shovel around for quite a time now... Can anyone tell me if there is any use for it, or if it′s just good for selling.
I see so many shovels in Skyrim, I think they should be good for something.
Are they?

Nope. There are plenty of things you can pick up that aren't actually good for anything. It's basically just a prop.

If not - then I would say its either sell ware, or just there to look pretty.

It's called "clutter". It's there because it makes the world feel more real to have brooms, shovels, etc. sitting about in logical places.
