From looking at TESV.exe:
There are three parameters that appear to be listed for use under the [Display] section of the skyrim.ini file.
fDefaultFOV=fDefaultWorldFOV=fDefault1stPersonFOV=
They don't seem to take effect immediately if you start Skyrim and click "Continue", but they definitely seem to do things, especially to the FOV when you are in a menu. And they seem to take effect when you fast travel, so that might be useful for some people, though the console setting of Fov seems to take precedence?

I think the fDefault1stPersonFOV makes the "Fov" console command use whatever you set this value to if you just type "Fov" in the console without a parameter.
I think the fDefaultWorldFOV affects the Map/Behind-The-Menus screens.

fMouseHeadingSensitivity=fMouseHeadingXScale=fMouseHeadingYScale=
I have tested that adding a [Controls] section in skyrim.ini and adding the fMouseHeadingYScale=3.0000 makes the mouse move unusably fast in the Up/Down direction, so that might something that people changing the FOV might want to tweak around with. Note: Just adding the entry in the already-existing controls section of SkyrimPrefs.ini did not seem to work, though.
A suggestion I saw on another forum used values of 0.0200 for both X and Y.
