Skyrim Microstutter

Hello everyone!
I recently bought a new computer that is more than capable of running skyrim without any problems (Skyrim autodetects best settings as Ultra).

Specs:
os: windows 7 home premium x64
cpu: Intel core i7-3770 3.40ghz(8 cpus)
gpu: Nvidia geforce gtx 560
ram: 8gb

Here's the problem, no matter what settings i apply to the game from low to ultra i get a microstutter when i move my player or when i observe surfaces like water etc. Its almost like the game skips a frame. This is more obvious when i move slowly (walking and especially sneaking) and within interior spaces. It totally ruins the game for me. I have updated the gpu drivers to the newest ones and i tried applying an fps limiter patch to the game, which while it eliminated the stuttering it made textures flash when i moved the mouse, so i deleted it and i am stuck with the microstuttering again.

Additionally i should mention that i installed fpaps to notice the frames and it seems to be constantly switching between 59 and 60.

Help would be greatly appreciated....
