I have a question about Skyrim on PC...

Okay, so here is my question:
I probably am going to get the PC version just for the mods, and when the PC-game is installed, can you create NPCs, and make a village of some sort, or a farm, because I am wanting to make a family called Clan Wind-Shifter, and have some miscellaneous quests associated with them.

Clan Wind-Shifter Family Members: (All Nords)
- Tobias Wind-Shifter(Father); Retired Mercenary, and runs the Family Farm; married to Anja
- Anja Wind-Shifter(Mother); Experienced farmer and miner; married to Tobias
- Molgrom Wind-Shifter(Oldest Son); Wishes to join the Bards' College, but Tobias won't let him(Miscellaneous Quest)
- Sonje Wind-Shifter(Middle-Aged Daughter); Helps out mother and father with the farm, and disagrees about brother and sister leaving the farm
- Igma Wind-Shifter(Youngest Daughter); Wishes to explore the world, but Tobias won't let her(Miscellaneous Quest)

If you can't make NPCs, but if you know how, could you make them for me?
