Skyrim textures missing and skipping

Hello, I have a problem with my textures. Textures from npc and lots of other stuff keep disappearing and then reappearing depending on which angle I'm looking at it. Sometimes I can look through an npc entirely. It's not like the texture completely disappears, but it seems to switch transparency. It does this with flags, ground, walls, armor, foliage and all kinds of other stuff. The way it happens is random, but it is entirely dependent on the angle I am looking at it. Usually it tends to cause problems in my peripheral, so to speak, but it can also happen when I'm looking straight at it.

I uploaded a video of it on youtube, but sadly I'm not allowed to post links here. Even so, I hope some people already understand what my problem is from my explanation. If not, then perhaps someone could explain to me why I can't post links? Or if there might be some other way to go about this?

Anyway I have had this problem for a very long time (since 4 months after release) and it seriously just stopped me from playing this game entirely, because there was nothing I could come up with that solved my problem.

I tried making Skyrim a pristine vanilla version again with a specific guide for it, but even though I did everything perfectly, my problem remained.

I tried asking steamsupport, but they basically kept telling me every time to go eff myself. Not with those words, but with the service they've given me they may as well have.
I've asked on the steam forums as well, but there weren't enough replies to the thread and with me being the only one posting, the thread just died out before I received proper advice.

I actually ended up completely re-installing my whole pc, because I thought it was a virus or something, or some graphic driver hick up. But not even that worked.

At this point I'm almost in tears, because my favorite game is unbearable to look at. For a while I even tried ignoring the problem, but it just completely ruins everything the game is about.

So I'm really hoping someone knows what this problem is and maybe even how to fix it. Because I'm sick and tired of knowing in the back of my head that Skyrim still isn't working after all my attempts.
