Sliding Bars - Cannot Fix

I heavily mod my games, the other day I installed Skyrim fresh and started to install things according to the STEP guide, including the installation of an ENB. While playing my brand new game, I noticed a curious issue: all of the bars in the game (health, level up, stamina, etc) were not acting appropriately. The level bar, for instance, was ALWAYS full. The http://www.gamesas.com/topic/1411671-graphical-bug-cannot-seem-to-fix/# on enemies and myself NEVER went down (even though in-game there was actual damage). The stamina, magicka, and skill bars would "slide" -- as in, I could see the entire colored bar, but instead of being UNDER the GUI so that you'd only see the portion inside the box, I'd see the entire thing just sliding across the screen. The compass at the top is also VERY stretched out. (Compass and stamina bar viewable in screenshot.)

Okay, so it's a mod issue, I thought. I uninstalled all of my mods.

Didn't fix it.

Oops. I messed up something pretty bad. I know! I'll reinstall Skyrim.

Deleted all files that could have possibly been edited leaving only the Skyrim ESM and Dawnguard, the executables, and any file that may have potentially been added. Then I went to Steam and had it do an integrity check on the game cache to redownload things I shouldn't have deleted.

Didn't work.

Well, crap. So I deleted Skyrim. ALL of Skyrim. Every last file. I deleted the SkyrimPrefs and Skyrim.ini, I deleted the common/skyrim folder under Steam, I deleted the Skyrim folder under "My Games." Then I downloaded the ENTIRE game and reinstalled.

Still didn't work.

Is this a known bug with the latest patch?

Is it related to Dawnguard?

I'm running out of ideas. I am reattempting the last step above one last time after scrubbing my system with proverbial acid to wash away any scent of Tamriel, and if it doesn't work, I'm going to be forced to call Tech Support. (EWWWWWWWW.)

Please offer suggestions or alternatives. D:


EDITED: I cannot seem to find the correct support page. Could someone direct me to it?

Are you using an ATi/AMD graphics card with 12.6 or 12.7 drivers?

I had UI glitches with those drivers, AMD 12.8 fixed that for me and many other people.

I was using the 12.7 driver. I will see if I can grab the 12.8 and hopefully that will correct the issue.
