[REQ] Slow Motion key

My father loves the TES games but as an old dude, he doesn't have very good reaction time. Setting the game on easy is NOT acceptable, either. What he would really love is a way to press a button to activate slow motion (like the archery or block perk) so that he can manage the twitch part of combat effectively.

Since the slow-mo effect is already implemented into the game, would it be too difficult to mod in a slow-motion or bullet-time activation key? Even as a spell or potion or something like that?
