smithing without perks

Is it possible to smith anything without smithing perks?

it seems so, but not much, you can make iron and leather, and also rings and amulets, there is a few things you can do but really you need all the perks to get the most out of it.

I have a question concerning this:

When you have the ingots, you can "sharpen" your weapons. I have seen it done for steel weapons and Iron ingots I think.

My question is: Say we have an ebony sword (just for an example) and we have an ebony ingot. Will we be able to sharpen said ebony sword using the ingot? OR do we have to have the ebony smithing perk to attempt this sharpening at all?

Well, I sharpened my steel dagger without any smithing perk, but I could only make it (fine). I'm assuming it's like this for all weapons.

yes,you can make them fine only,to be able to get to the next rank (superior) you need the perk in that type.

Right, I have seen it done for steel without any perks. I am hopeful it works that way on all materials without perks. That will be the extent I will use the smithing system if that is the case. Otherwise, ya, there is no way I am getting perks just to sharpen blades, hopefully this simple procedure is independent of them.
