So, When I first entered Solitude on my newest character, I noticed that the execution scene wasn't happening, there was only an elf and the executioner there and then it was over... also, there were barely any NPCs in Solitude.

About thirty hours into the game I decided to join the imperials, later I was given the quest to get some free armour, I was told to go the blacksmith to speak to someone, but he wasn't there, th quest told me to go outside Solitude, after searching, I decided to use the fly command, I found some NPCs gathered outside the walls...

How can I fix this?

Reload an earlier save that is what I would do.
