Let's say I got to Solstheim at a low level, check things out, maybe do a side quest.

Then go back to Skyrim, do most of my questing and level up.

Then go back to Solstheim... will this make enemies be lower level (than they could have been) and make my experience not as challenging?



I'm still not entirely sure how encounter zones work, but I've heard that going to certain places early can lock them into a lower level scaling range.

Can somebody clear this up for me?
