After completing the dark brotherhood chain 3 of the pentus occulatis (emperors guards) spawn in the tower in solitude they don't attack but make it to where you can't rest due to them being "hostile"
You can kill them but they respawn.

Also should note you don't get bounty killing them and they don't defend themselves.
