Part of the game. If they don't land after a while I ignore them and move on.

I don't think it's a glitch. I like the fact that the dragon's don't always attack, I think it keeps it from becoming repetitive. Maybe it just didn't see you?

If they're not attacking, shouting at them always gets their attention.

I've had this happen a couple of times. I think its intentional, and I think its really cool.

You hear the dragon roars, look frantically to the sky for the beast. You finally spot it, run for cover, follow it with your bow, to only see it fly off. A few side quests later, just walking down a lonely road after killing some bandits in a fort, BOOOM dragon comes raging over the cliff, lands right next to me, and attempts to fry my me and my companion. This actually happened to me, this is without a doubt the most cinematic game I've ever played. It's almost like the dragons are toying with you :)

I actually had one circling so close it shook the camera as it flew by me up in the mountains. I was firing arrows at it. It's head would swivel, looking at me, but it otherwise ignored me. Then another one showed up. That one I had to fight, but the first sometime after the battle flew away.
