» Wed Oct 31, 2012 5:30 pm I don't whether anyone else has experienced this, but I've noticed that during the course of the civil war quest, sometimes the bandits/mages/etc in several of the 9 military forts are not taken over by either the imperials or stormcloaks. For example, after completing the civil war for the stormcloaks the following forts were still occupied by bandits or mages when they should be populated by stormcloak soldiers: Fort Dunstad (The Pale), Fort Kastav (Winterhold), Fort Greenwall (The Rift), and Fort Amol (Eastmarch).
I've done some experimenting and found that prior to starting the civil war questline, only one of the nine forts can be taken over by either imperials or stormcloaks when cleared of bandits. Any additional ones after that will just have the bandits or mages respawn. For example, prior to starting the civil war I killed all bandits at Fort Greymoor (Whiterun hold) and it was populated by imperial soliders a day later, but when I tried the same at other military forts, the bandits or mages respawned instead of soldiers.
