Cloak tracker makes players more visible when cloaked after you level it up, and I would highly doubt that lvl 3 energy drain would restore your energy to full after a kill.

Level 3 Energy transfer restores 50% even though it says fully restores on the perk.

I have more videos to upload of Instant Action (where I don't have 4 bar) and still win. All will be uploaded when I get my new mic in 2-3 days.
