Someone explain skill values relevance to perks

Ok, every where I go I read about getting skills up to level 100 and that you can only max 4 skills.

Firsty, what are people talking about when it comes to skill values?

Secondly, what relevance do skill vlaues have to perks?

a skill have a value between 0-100 which increases the more you use it.

some perks require a specific skill lvl before they can be picked when the character levels up.

You need to level up skills to unlock the ability to gain perks. For instance (and I could be wrong with some of my #'s): Barbarian level 1 in the two-haned tree needs 20 in the two-handed skill to be unlocked. Then, to unlock Barbarian level 2 in two-handed, you need 30 in the two-handed skill to unlock.

dont create another thread there are already 2



but u use a skill, earn points for that skill, spend those points on the skills perks, u get bonuses from the perks
the points only help u gain skill points for perks

I get it now, basically , if you keep on using a one handed sword, you will gain skill points, up to 100 obviously, this allows you to get more perks which appear in that field? Am I correct?

Also, which other 2 threads talk about this? I would like to read them

Skill value, influence ability subtly, while perks influence ability drastically. for example a One Handed skill of 30 will make you do slightly more damage with one handed weapons, than a One Handed skill of 25, but the perks inside the One Handed skill allows for massive increase in damage, and completely new abilities, such as decapitation, higher chance of critical strikes, and paralyzing strikes.
