The Atherial Crown has no armor rating, but you can still temper it at a workbench. I am guessing that it was supposed to have an armor rating and Bethesda forgot to put it in. Or could the ability to temper it be a bug?

It might have been lightly armored before and then perhaps they decided to take it away so the crown can be used with mage armor? Who knows.
