Sorry to bite the bullet but I'm out of options : IV

I've been playing and modding Oblivion for years now and I have been able to troubleshoot all my problems by myself until now, so here it goes. I just installed an SSD into my laptop (I doubt this is the problem) and I copied over my modded steam version of oblivion and it would ctd on me about four minutes after loading a save or starting a new game and it would be using about half a gig of ram. So, I deleted my oblivion directory and let steam re-download it and I installed an all new load order and the problem persisted, so I regenerated my oblivion.ini. No dice. I use BOSS, OBSE v20, conscribe, elys universal silent voice, nifscript/nifse, OBGEv2/liquid water, oblivion stutter remover tripple wip 4-1-24, pluggy 125c, and MenuQue. I also use QTP3, Bomrets SI, MEAT, and RAEVWD.

I've got a friend whose game would crash a few minutes after starting and he eventually gave up. He had no mods and never got to experience the magic of Oblivion.

Anyway, based on the size of your load order this probably isn't the issue, but if you have ~400+ mod-related files in your Data folder, whether they're actively being used or not, the game will crash constantly. But I think your load order indicates you probably don't have that many files.

The best thing to do in this situation is to disable half of your mods, see if it fixes it, and if not, disable the other half. Should it then be fixed, you take that half and then split that and do the same thing, splitting until you've isolated the mod causing the problem.

Unless you installed from scratch, with no mods, and it still crashes? In that case I really hope it's not like my friend's case!
