During the quest "The Horn of Jurgen Windcaller" i unlocked a shout but could not use it until i killed a dragon. The quest leads into another quest called "A blade of the dark." In the mew quest you must slay a dragon. I did so and absorbed its soul but i still cant use my new shout.
