I had this problem too. How I fix it was I attacked her with fire breath. This made her acknowledge me and the dialogue to come up;. I know it seems weird but it worked for me.
EDIT: Also I recommend you put this in the spoilers and hints forum, People here hate it when members post in the wrong board.

Thank you for both suggestions. Unfortunately the suggestion I really wanted to work did not. I created the topic in the Spoiler forum to see if anyone else has any ideas.
