Sound Effect Glitch

So last night I was heading to this place for the main quest - some important wall thing in an ancient Blades ruin IDK - and the lag started getting super heavy, so I cleared out the Forsworn, saved, and quit. When I came back today, I was greeted by this sound like driving with the car windows down, and I can't get it to stop. I went inside the nearby cave and even fast traveled all way to Whiterun, but the sound persisted, so I know it's not just part of the environment. I've already tried reloading and turning the game off entirely and turning it back on, but that didn't work either. However, I noticed that the sound is not present in an older save for the same character. As a last ditch effort, I tried finding the source to activate or use or beat down on whatever it was in hopes of resetting it, but I can't figure out what it's supposed to correspond to. It sounds like an environment sound effect anyway, so I'm not sure what I would do to reset it if I knew. It's super loud and very irritating. I have to turn the sound effects off entirely for the game to be bearable, which is disorienting in its own right. Anyone have any advice?
