When you plant in the garden or greenhouse, do those plants bloom again and again or do I need to replant ever time I harvest?

Do any items respawn? IE: the sacks of flour in the kitchen. I'd love to pick up some of the stuff (especially the raw meat, which I hate seeing just layng around) but don't like the bare spots on the shelves.
